Script/cmdline versus Website - what is actually needed?

If I run the sitemap generator via the cmd line do I need the web site running?  Or do I just need the files in place? 

I have just stopped the application pool (in IIS7) that the website was running as and so far I am not seeing any errors when I run the crawl from the command line.  Is this correct?  Do I need the website for anything other than configuring my crawl conf files?

Website is not required.
Please also note that sitemap generator can be used for own personal sites only , i.e. it cannot be used to create sitemaps for 3rd party sites or provided as a service (paid or free): https://www.xml-sitemaps.com/license.html (separate licenses need to be purchased for that)

Thanks for that Oleg.

And yes, we are only running the generator for our sites.  We just prefer to have our production webservers as clean as possible, so only what is needed to run the websites is on the server.
