OK.
Now what? 

It doesn't do anything.
All the files and directories are writable.
I edit the configuration go to "crawling" click RUn
Nothing happens.
I go back to configureation - my changes are gone.

Everything is writeable, so that is not it.

I can run this as a cron job. But that is it.

in case if your changes in configuration are lost when you go back to config page then files are still not writable.
If you are on Windows server then you should setup permissions in hosting control panel or via remote desltop (instead of FTP).

I can assure you that that the files are writeable.
I've been running this particular server for over 5 years and know what I am doing.

Evreything in the directory is writable including the config file.

I've created .htaccess file in generator folder with one line:
RewriteEngine off

and settings are saved fine now.

Do i need to create htaccess file as well i am already using robots.txt
