How do I know if the new version is working, can I check something?

After trying to upload it my site went down because the runcrawl.php was running a process, crawlproc? did I do something wrong when uploading, or what should I do so I can both run the sitemap and my site?

Can you send me a link for the New Download for 4.0, cant seem to find it here.

When i use my original (old) download link I recive the old ver 3.0
I was under the impression that I would recive the new Ver 4.0, am I wrong in this?
